Ohio Medicaid Toolkit

  • One of the requirements to receive a Medicaid Waiver is to have Medicaid coverage. Sometimes, the services covered by Medicaid are not understood or even overlooked by families.  Because of this, services families have available to them are not used. This toolkit provides information about Medicaid and the services you have available to you. In addition, to help clarify what is available, a Medicaid State Plan Services online course is now available in DODD MyLearning. This online course requires an OH|ID account to access.

Coordination for Dually Eligible Patients

  • Approximately 8% of individuals dually eligible for Medicare and Medicaid under the age of 65 have an intellectual disability or related condition. Providers and health plans are increasingly using personalized approaches in a managed long-term services and supports (LTSS) environment to support people with intellectual and developmental disabilities (I/DD) in achieving their individual goals. Resources for Integrated Care features resources to help providers and health plans collaborate more effectively, enhance their knowledge of health and support needs, and improve the coordination of services and supports to people with I/DD. For additional resources to support the coordination of services for individuals who are dually eligible for Medicare and Medicaid in their home or community, please visit the Long-Term Services and Supports page.

Disability Rights Ohio Medicaid

  • Medicaid is a federal entitlement program that funds health care for people with limited income and resources, including people with disabilities. Each state administers its own Medicaid program and has substantial authority over the eligibility criteria, so Medicaid programs vary widely from state-to-state. Certain services are required by federal law for the state programs to cover, while many of the covered services are determined by the state. In Ohio, the Ohio Department of Medicaid administers the state’s Medicaid program. Ohio also has several Medicaid home and community-based service (HCBS) waiver programs that provide long term services and supports to people with disabilities. The Ohio Department of Medicaid partners with other entities and state agencies, such as the Ohio Department of Developmental Disabilities and the Ohio Department of Aging, to administer its Medicaid waiver programs. This section provides information about Medicaid in Ohio.

Supported Decision Making Manual for Medical Professionals

  • The PRACTICAL Tool was originally created by the American Bar Association for attorneys to help them identify and support implementing decision-making options for persons with disabilities that are less restrictive than guardianship. Like attorneys, healthcare providers may find themselves involved with families and patients as they navigate similar issues, and also like attorneys, little has been done historically to prepare them for attending to the full breadth of decision making support options available. This manual begins with the PRACTICAL Tool, amended for use by healthcare providers, and then moves into a more detailed overview of patient-centered care (Part I) and other decision making supports that do not involve the removal of rights (Part II).
